Vereinbarung VAZ e.V. mit FVMI - SCC Österreich (Stand 22.05.2023)
Der Verband akkreditierter Zertifizierungsgesellschaften e.V. (VAZ e.V.) ist seit September 2021 neuer Programmeigentümer des deutschen SCC-Regelwerks. Für die Umstellung der östereichischen Zertifikate hat der österreichische Programmeigentümer FVMI beschlossen die Umstellung auf das neue Regelwerk SCC-VAZ 2021 durchzuführen. Für die Umstellung und gegenseitige Anerkennung wurde ein Vertrag mit VAZ e.V. und FVMI geschlossen.
Bis zum Ende dieser Umstellung erkennen der VAZ und der FVMI gegenseitig ihre Systeme als gleichwertig an. Zertifikate, die nach dem SCC 2011 Regelwerk gemäß österreichischer Akkreditierung ausgestellt wurden, werden somit durch den VAZ bis zum Ende der Programmprüfung durch die Akkreditierung Austria als gleichwertig mit SCC-VAZ 2021 anerkannt. Dies gilt sowohl für SCC/SCCP/SCP Systemzertifikate als auch für SGU-Personalzertifikate.
Nach positivem Abschluss der Prüfung durch die östereichische Akkreditierungsstelle werden SCC-Zertifikate für Organisationen und SGU-Personal Zertifikate ausschließlich nach dem neuen Regelwerk "SCC-VAZ 2021 A" in Österreich ausgestellt.
Information zum Umstellungsaufwand SCC 2011 - SCC-VAZ 2021 (Stand 23.03.2022)
Bereits zu Beginn der Übernahme von SCC durch den VAZ e.V. war erkennbar, dass die Zeit für die Umstellung bestehender Zertifikate nicht die üblichen 3 Jahre werden würde. Daher haben der VAZ e.V. und die Mitglieder des Programmausschusses SCC bewusst entschieden, die inhaltlichen Änderungen in den Anforderungen an die zertifizierten Unternehmen auf das absolut notwendige Minimum zu begrenzen. Dieses Vorgehen sollte es den zertifizierten Unternehmen ermöglichen, die stark verkürzte Umstellungsphase des SCC-Programms von 18 Monaten einzuhalten zu können.
In den Akkreditierungsanforderungen mussten einige Änderungen bzw. Ergänzungen vorgenommen werden, da es seit 2011 diverse Änderungen bei den Auflagen, den Interpretationen des Marktes oder der Akkreditierungsstelle zu bestimmten Anforderungen gegeben hat. Die Reduzierung der Laufzeit der Gültigkeit der Zertifikate nach Dok. 016, Dok. 017 und Dok. 018 ist die Änderung, die offensichtlich allen Marktteilnehmern besonders aufgefallen ist.
Um jetzt die bestehenden Zertifikate von SCC 2011 auf die neue Norm SCC-VAZ 2021 umzustellen, ist es nach den Akkreditierungsregeln der Akkreditierungsstelle (DAkkS) notwendig, die Einhaltung der o.g. Änderungen zu prüfen und zu bestätigen.
Bei der Festlegung des Aufwands für diese Umstellung wurde neben dem Aufwand für die inhaltliche Prüfung der Umstellungsanforderungen und der praktischen Abwicklung durch die Zertifizierungsstellen, insbesondere auch das Interesse der zertifizierten Unternehmen, die Umstellung möglichst kostengünstig und effektiv zu gestalten, berücksichtigt. Der hierfür festgelegte Wert von 0,5 Manntagen resultiert aus einem Kompromiss zwischen allen interessierten Parteien. Er wurde in enger Abstimmung mit der DAkkS ermittelt und anschließend von den Mitgliedern des Programmausschusses bestätigt.

Diese Meldung bezieht sich auf SCC 2011 und nicht auf SCC-VAZ 2021. Entsprechend gilt diese Regelung nicht für SCC-VAZ 2021 ausgestellte Zertifikate.
Durch die Maßnahmen zur Eindämmung der Verbreitung des Corona-Virus kommt es bei der SGU-Prüfung der Beschäftigten absehbar zu Beeinträchtigungen. Zur Bewältigung dieser Einschränkungen gelten während der Zeit der Pandemie folgende Vorgaben:
Die Quote der Mitarbeiter und Führungskräfte mit Prüfungen wird von 90 % auf 80 % verringert. Die Frist, innerhalb der neue Mitarbeiter bzw. Führungskräfte geprüft werden müssen, wird auf 6 Monate verlängert.

Agreement VAZ e.V. with FVMI - SCC Austria (Status 22.05.2023)
The Association of Accredited Certification Bodies (VAZ e.V.) has been the new scheme owner of the German SCC scheme since September 2021. For the conversion of the Austrian certificates, the Austrian programme owner FVMI has decided to carry out the conversion to the new SCC-VAZ 2021 regulations. A contract was concluded with VAZ e.V. and FVMI for the changeover and mutual recognition.
Until the end of this conversion, VAZ and FVMI mutually recognise their systems as equivalent. Certificates issued according to the SCC 2011 regulations in accordance with Austrian accreditation are thus recognised by VAZ as equivalent to SCC-VAZ 2021 until the end of the programme review by Accreditation Austria. This applies to both SCC/SCCP/SCP system certificates and SHE personnel certificates.
After positive completion of the examination by the Austrian accreditation body, SCC certificates for organisations and SHE personnel certificates will be issued exclusively according to the new set of rules "SCC-VAZ 2021 A" in Austria.
Information on the conversion effort SCC 2011 – SCC-VAZ 2021 (as of 23.03.2022)
Already at the beginning of the takeover of SCC by VAZ e.V. it was apparent that the time for the conversion of existing certificates would not be the usual 3 years. Therefore, VAZ e.V. and the members of the SCC programme committee have deliberately decided to limit the changes in the content of the requirements for the certified companies to the absolute minimum. This approach should enable certified companies to comply with the SCC programme's much shorter conversion period of 18 months.
Some changes or additions had to be made to the accreditation requirements as there have been various changes in the requirements, the interpretations of the market or the accreditation body on certain requirements since 2011. The reduction of the term of validity of the certificates according to Doc. 016, Doc. 017, Doc. 018 is the change that obviously caught the attention of all market participants.
In order to now convert the existing certificates from SCC 2011 to the new standard SCC-VAZ 2021, it is necessary according to the accreditation rules of the accreditation body (DAkkS) to check and confirm compliance with the abovementioned changes.
When determining the effort for this conversion, in addition to the effort for the substantive examination of the conversion requirements and the practical handling by the certification bodies, the interest of the certified companies in making the conversion as cost-effective and effective as possible was also taken into account. The value of 0.5 man-days set for this purpose results from a compromise between all interested parties. It was determined in close consultation with DAkkS and subsequently confirmed by the members of the programme committee.

This notification refers to SCC 2011 and not to SCC-VAZ 2021. Accordingly, this regulation does not apply to SCC-VAZ 2021 issued certificates.
Foreseeable impairments in the SGU testing of employees have arisen as a result of measures to contain the spread of the coronavirus. To manage these restrictions, the following guidelines apply during the period of the pandemic:
The rate of staff and managers with examinations has bee reduced from 90% to 80%. The period within which new employees or managers must be vetted has been extended to 6 months.
